Eligibility conditions

The general eligibility criteria for the different funding schemes are set out in Annex 2 to this work programme and in the guide for applicants. Please note that the completeness criterion also includes that part B of the proposal shall be readable, accessible and printable.
Only information provided in part A of the proposal will be used to determine whether the proposal is eligible with respect to budget thresholds and/or minimum number of eligible participants.

The additional eligibility criteria that apply to this call are:
• The proposals must target only one Area covered by the call.
• The proposals must include participants from the third countries of the targeted regions.
• The proposals must cover more than one thematic area of the Cooperation Programme.

proposals may vary:
• The final budget of the call may vary by up to 10% of the total value of the indicated budget for each
call; and
• Any repartition of the call budget may also vary by up to 10% of the total value of the indicated budget
for the call.
4 MS = Member States of the EU; AC = Associated Country. Where the minimum conditions for an indirect
action are satisfied by a number of legal entities, which together form one legal entity, the latter may be the
sole participant, provided that it is established in a Member State or Associated country.

Evaluation procedure:

• A one-stage submission procedure will be followed.
• Proposals may be evaluated remotely.
• Proposal page limits: Applicants must ensure that proposals conform to the page limits and layout given in the Guide for Applicants, and in the proposal part B template available through the EPSS. The Commission will instruct the experts to disregard any pages exceeding these limits. The minimum font size is 11. All margins (top, bottom, left, right) should be at least 15 mm (not including any footers or headers).
• The evaluation criteria (including weights and thresholds) and sub-criteria for the different funding schemes are set out in Annex 2 to this work programme.
• The following scheme for selection of projects will be applied. The highest ranked proposal per region of the work programme will be funded, provided that it has passed thresholds of all evaluation criteria. If budget is remaining, this will be allocated to the other proposals according to the following criteria: the best proposal(s) in the overall ranking (considering all regions together) will be selected, if it can convincingly address a different set of societal challenges than the ones tackled by the highest ranked proposal for the concerned region. In such case, a clustering of projects targeting the same region will
be done thus avoiding duplication of activities and fragmentation of effort.

Indicative evaluation and contractual timetable:

Evaluations are expected to be carried out during the month of February 2012. It is expected
that the grant agreement negotiation for the shortlisted proposals will start in May 2012.

Consortia agreements
Consortia agreements are recommended but not mandatory for the action.

Forms of grants:

The forms of grant and maximum reimbursement rates which will be offered are specified in
Annex 3 to this work programme.

Use of flat rates for subsistence costs:

In accordance with Annex 3 of this work programme, this call provides for the possibility to use flat rates to cover subsistence costs incurred by beneficiaries during travel carried out within grants for indirect actions. For further information, see the relevant Guides for
