All budgetary figures in this work programme are indicative. Following the evaluation of the proposals, the final budget awarded to actions implemented through calls for proposals may vary:
− by up to 10% of the total value of the indicated budget for each call; and
− any repartition of the call budget may also vary by up to 10% of the total value of the indicated call budget.
Topics called:
Usually a maximum of one project will be considered for funding per topic (indicated by a singular under funding scheme). Where more than one project per topic could be considered for funding, this is clearly indicated (by a plural) under funding scheme. In some specific cases, a larger maximum number of projects to be retained for funding, under one topic, is specified (i.e. greater than one).
Additional information relating to funding schemes used in this call
Within collaborative projects, a distinction is made between small/medium-scale focused research projects (CP-FP) on the one hand and large-scale integrating projects (CP-IP)on the other, the latter requiring an enhanced level of ambition, project structuring and related management activities. Applicants should therefore refer to the appropriate list (see section 2.2 of this Guide) for an indication of the issues to be addressed in their proposals. Furthermore, they should indicate the appropriate choice of project category when filling in Form A.
Applicants must ensure that the EC contribution requested for each funding scheme is within the bounds as indicated in the Call Fiche (see also generic limits in section 2.1 of this guide).
General
A number of funding schemes are available to implement projects in FP7, but only certain ones may be available for the topics covered by this call. These are indicated in the call fiche.
This Guide covers the following funding schemes
- Collaborative projects (CP):
o Large-scale integrating (CP-IP)
o Small/medium-scale focused (CP-FP)
- Networks of Excellence (NoE)
- Coordination and Support Actions:
o Coordinating (CSA-CA)
o Supporting (CSA-SA)
applicable to the specific Call FP7-Fission-2009; information contained in this Guide applies to all the funding schemes. However, where applicable, specific information for a given funding scheme is clearly identified.
Eligibility conditions: (refer also to the eligibility criteria in Annex 1)
1.Collaborative projects (CP): (a) Large-scale (CP-IP) or (b) small/medium scale
(CP-FP):
- Collaborative projects are objective-driven research projects aiming at developing new knowledge, new technology, products, and that may include scientific coordination, demonstration activities or sharing of common resources for research in order to improve European competitiveness or to address major societal needs.
- Participation: There must be at least three "legal entities" established in different EU Member States orAssociated countries (see section 3.1). The entities must be independent of each other. A higher minimum number of participants may be specified on a call-by-call basis. (See the call fiche).
-“Target audience”: Research institutes, universities, industry including SMEs, (possibly) potential end-users.
2. Networks of Excellence (NoE):
- The Networks of Excellence funding scheme is designed for research institutions willing tocombine and functionally integrate in a durable way a substantial part of their activities and capacities in a given field, with a view to creating in this field a European 'virtual centre of research'.
- Participation: There must be at least three "legal entities" established in different EU Member States or
Associated countries (the countries concerned are listed in section 3). The entities must be independent of each other.
A higher number of participants may be specified on a call-by-call basis (See the call fiche).
- "Target audience": Research institutes and organisations, universities.
3. Coordination and support actions: Coordinating (CSA-CA) and Supporting (CSA-SA):
- Participation: For Coordination (or networking) actions whose purpose is to coordinate research activities:
There must be at least three ‘legal entities’ established in different EU Member States or Associated countries (the countries concerned are listed in section 3). The entities must be independent of each other.
For Support actions, the minimum condition shall be the participation of one legal entity. A higher number of participants may be specified on a call-by-call basis (see the call fiche).
- The EU Member States are:
Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom.
- An Associated country to the Euratom Seventh Framework Programme is: Switzerland.
Evaluation Procedure:
- The evaluation criteria (including weights and thresholds) and sub-criteria together with the eligibility, selection and award criteria for the different funding schemes are set out in Annex 1 to this work programme.
- The evaluation will follow a single stage procedure.
- Proposals will not be evaluated anonymously.
- Proposals may be evaluated remotely.
At the end of the evaluation process, proposals will be ranked within their indicative budget group (see table above) and funded until the indicative budget for this group is exhausted. The maxima shown in the table are flexible (see above). Hence there will be competition between topics in the same indicative budget group, and some topics may end up not being supported if proposals fail to reach a high enough standard (even though proposals in other groups with lower overall scores may be funded) or if this work programme limits the maximum number of proposals that may be funded under one single topic. Proposals scoring above all evaluation thresholds, but for which sufficient funding is not available, will be put on a common reserve list for the whole call, from which proposals will be considered for funding if additional funds become available from any part of the call. In the ranked lists per group and the reserve list, all funding schemes have the same weight, the priority order being determined by total score. To separate tied proposals, the score for criterion 1 may be given priority, followed by that for criterion 3, except if otherwise decided and justified by the evaluation panels. Proposals on the reserve list are not carried over for funding from next year’s budget.
Depending on the strategic nature of the topic in question, the Commission may, in such cases, decide to reinsert the topic in next year’s work programme.
• Indicative evaluation and contractual timetable: Evaluation: spring 2009; contract negotiation and signature: autumn 2009.
• Consortia Agreements: Required for all projects where there is more than one partner
• Particular requirements for participation, evaluation and implementation: None beyond the standard rules and guidelines. The forms of grant and maximum reimbursement rates which will be offered are specified in Annex 2.
