Deadline: On 05 May 2009 at 17.00.00 (Brussels local time) and, for the coordinated project funded by the Brazilian authorities, on 05 May 2009 at 11.00.00 (Brazil local time) according to the respective requirements of the EC and the Brazilian Ministry of Science and Technology (MCT).
Indicative budget: EUR 4 million from the 2009 budget

All budgetary figures given in this work programme are indicative. The final budget awarded to this call, following the evaluation of projects, may vary by up to 10% of the total value of the call.
A similar budget for the call is expected from the MCT and the National Council of State Research Foundations (CONFAP).

Eligibility conditions

• The eligibility criteria for this call are set out in Annex 2 to the work programme.

Proposals which do not include coordination with a Brazilian project will be considered ineligible. Therefore, the EC proposals must include a detailed explanation about the coordinated Brazilian proposal submitted in parallel to the MCT/CNPq.

Evaluation procedure

• The evaluation shall follow a single-step procedure.
• The proposals will be evaluated by a panel including both European and Brazilian experts.
• Proposals will not be evaluated anonymously.
• At the Panel stage, proposals with equal overall scores will be prioritised according to their scores for the S/T Quality criterion. If they are still tied, they will be prioritised according to their scores for the Impact criterion.

Evaluation criteria and thresholds

The evaluation criteria and subcriteria, together with the selection and award criteria, to be applied to this coordinated call are set out in Annex 2 to the work programme.

Additional selection criterion

Proposals will be only selected on the condition that their corresponding coordinated Brazilian project is also selected for funding by the MCT.

Indicative evaluation and contractual timetable:

Evaluations are expected to be carried out in May and June 2009 (Remote phase May / June 2009, consensus phase June 2009). It is expected that the contract negotiations for the short listed proposals will open by end of July 2009. Negotiations will be carried out in parallel by the EC and MCT, in order to have a simultaneous start of the respective grant agreements.

Consortium agreements:

Participants in the EC Collaborative Project are required to conclude a consortium agreement prior to grant agreement.

Coordination agreements:

Participants in the EC Collaborative Project are required to conclude a coordination agreement with the participants in the coordinated project funded by the MCT.

The following points will be reflected in the evaluation

The active participation of relevant industrial partners is deemed as necessary for achieving the expected impact.
To ensure a project implementation that reflects a genuine EU-Brazil cooperation, priority in evaluation will be given to proposals involving properly coordinated research activities between Europe and Brazil in the research plan of the two coordinated projects.

Turning your idea into an effective proposal

The coordinator


For a given proposal, the coordinator acts as the single point of contact between the participants
and the Commission. The co-ordinator is generally responsible for the overall planning of the
proposal and for building up the consortium that will do the work.

Focusing your planned work


The work you set out in your proposal must correspond to one or more of the topics, and associated funding scheme(s), indicated in this call for proposals. Proposals that fail to do so will be regarded as ineligible.

Refer to annex 2 to this Guide, and the work programme, to check all the eligibility criteria and any other additional conditions that apply.
Refer also to the evaluation criteria against which your proposal will be assessed. These are given in annex 2. Keep these in mind as you develop your proposal.

Who can participate?

In principle, a legal entity may participate in a proposal no matter where it is established.

However, there are certain minimum conditions that have to be met relating to participation from the EU and Associated countries. These conditions vary between funding scheme and may vary from call to call. See the call fiche for the conditions applicable to this call.

The following may receive EU funding in an FP7 project:


• Any legal entity established in a Member State or an Associated country (including the European Commission’s Joint Research Centre), or created under Community law (e.g. a European Economic Interest Grouping),
• Any International European Interest Organisation (see glossary).
• Any legal entity established in an FP7 International Cooperation Partner Country (ICPC). The list of ICPC can be found on the CORDIS web site, and is given in Annex 1 to the related work programme.

In the case of a participating international organisation, other than an international European interest organisation, or a legal entity established in a non-EU country other than an associated country or ICPC, a Community financial contribution may be granted provided that at least one of the following conditions is satisfied:

(a) Provision is made to that effect in the specific programmes or in the relevant work programme,
(b) It is essential for carrying out the indirect action,
(c) Such funding is provided for in a bilateral scientific and technological agreement or any other
arrangement between the Community and the country in which the legal entity is established.
