The EPP Group in the Committee of the Regions and the EPP is committed to promoting decentralised, two-way communication. For the past four years, it has held competitions for young Europeans in order to give them an opportunity to express opinions on the European Union and to share their views with EU decision-makers.
ELIGIBILITY
The EPP and the EPP Group in the Committee of the Regions' One-minute film competition is open to any EU national between the ages of 15 and 30 capable of creating a quality one-minute film based on the creative proposition – Imagine a life of poverty – can you picture a way out?
ENTRY REQUIREMENTS
All films must meet the following requirements and specifications to be eligible:
a. Films must be 60 seconds in total running time, including titles and credits
b. Films must be based around the creative proposition Imagine a life of poverty – can you picture a way out? and must clearly demonstrate actions to reduce poverty in our cities and regions
c. Films must be available in broadcast quality (if selected for the film festival in October)
d. Films must include the end screen as the final or penultimate shot, appearing for at least 3 seconds
e. Non-English language works must be accompanied by a script in the original language, but please remember that the film should be suitable for a pan-European audience
f. Contributors must be the sole author – only one film-maker will be awarded the prize for the winning film (up to 1000 EUR for film equipment), the 2nd prize film (up to 500 EUR for film equipment) and the 3rd prize film (up to 250 EUR for film equipment) and an all expenses paid trip to Brussels to see the film screened.
g. The EPP and its Group in the Committee of the Regions reserves the right to refuse any entry to its competition, at its own discretion. Submitted material must not contain obscene, unlawful or objectionable material.
h. The film must not contain any sexually explicit, disparaging, libellous or other inappropriate content.
i. By entering the competition, filmmakers agree to the EPP Group in the Committee of the
Regions and/or the EPP showcasing their films during and after the competition.
j. By entering the competition, filmmakers confirm that they have sought the necessary permissions from any people shown in the film.
k. Any films accepted for the final jury voting must be submitted no later than midnight (CET) on 15 July 2010.
ENTRY PROCESS
Complete the following steps to register and submit your film:
a. Visit www.eppcompetition and click on the banner for guidance before you start.
b. Download our end screen and make it the final or penultimate shot in your film
c. Upload your film and complete the online entry form at www.eppcompetition.eu
Remember that we need you nationality and date of birth to ensure that you are eligible to
compete and your email to let you know if you have won!
When you complete this form you will be required to click where indicated to signify that you:
- accept these rules
- have obtained all necessary clearances and permissions prior to submitting your film
- have included the end screen as the final shot in your film
- agree to post a broadcast quality DVD to the EPP/CoR if selected for screening
- agree that by entering you give permission to the EPP Group in the CoR and/or the EPP to screen your film at events and online during and following the competition period
KEY DATES
-The competition opens 16 March 2010
- Submissions close at midnight 15 July 2010 (Central European Time)
- The winners will be announced in September 2010 and invited to participate in the official screening in Brussels during October 2010.
Please note that should your film be selected for screening on this occasion, you will be asked to provide a DVD of the film in suitable, broadcast quality, which means it must be uncompressed and in one of the following formats: an uncompressed .avi file, an uncompressed .mov file, an uncompressed .dv file or, if it's a Flash movie, a .swf file no larger than 400k, with dimensions not exceeding 660 x 470. All Flash files must include a preloader.
