Launched in 2006, the Translation and Publication Support Programme (TPS) aims at enhancing the access of the foreign audience to Romanian literature and supporting the presence of Romanian authors on the international book markets.
TPS encourages the publication and dissemination of Romanian high-quality works abroad, in the fields of literature and the humanities. Grants are awarded to publishers for the translation of seminal works and essays that are of interest to a wider readership.
Objectives:
• promotion of dialogue and dissemination of Romanian culture and history in the European and international cultural space;
• supporting the free circulation of Romanian literary products.
Eligible Costs
TPS will cover translation costs up to 100% (but not exceeding 17 000 EUR), and, in certain cases, production costs (printing, proof-reading, layout, graphic design, binding etc.) up to 50% (but not exceeding 3 000 EUR). For applications requesting only production costs, TPS will cover an amount not exceeding 9 000 EUR of the eligible costs. The final amount will be decided depending on the fulfilment of the evaluation criteria.
Any payments made by the publisher before the conclusion of the grant contract with the Romanian Cultural Institute or after the publishing date established in the grant contract shall not be supported through the Translation and Publication Support Programme.
Payments will be made by the Romanian Cultural Institute upon reception of:
• copies of the publication, which must include the acknowledgement of the TPS support on the inside cover of the book
• invoices, bank documents (statements of account) or receipts which certify that the payment has been made during the validity period of the grant contract.
TPS will NOT support the following:
• works not belonging to Romanian authors;
• copyright;
• publications from the fields of health, medicine, exact or applied science, ecology, business;
• text books, collections of papers or proceedings of meetings or conferences;
• books distributed free of charge;
• magazines and journals;
• books published before requesting the TPS support;
• guidebooks;
• institutional costs including maintenance, payments made as a result of budget deficits, salaries, and other day-to-day expenses of the publisher.
The evaluation will take into consideration the following:
- the quality of the work;
- the distribution plan and promotion strategy;
- the background of the publishing house;
- the previous experience of the translator;
- the requested amount in relation to the overall costs of the operation, and the proposed print run of the book.
Application deadlines
For the spring call for applications, the application, including all the required supporting documents, should be submitted between the 1st February - 20th March (postal date).
For the autumn call for applications, the application, including all the required supporting documents, should be submitted between the 1st September - 20th October (postal date).
The next application session for the TPS programme will take place between the 1st February - 20th March 2011.
The updated version of the application conditions will be available on the CENNAC website starting the 15th November 2010.
ATTENTION: The established publication date of the book must be at least 4 months after the application deadline.
The final application should include:
• a completed application form available at www.cennac.ro;
• an estimated budget of the operation, which should include details about the publisher’s own investment;
• in case you apply for a financial support for production costs, you must submit a print offer supplied by the printing house;
• the distribution plan and promotion strategy of the proposed book;
• the publisher’s backlist for the last year;
• a copy of the original work to be translated;
• curriculum vitae of the translator(s);
• a copy of the translation rights contract, or in the case of a new book, a copy of the contract concluded between the publisher and the author(s);
• a copy of the contract concluded between the publisher and the translator(s).
Applications which do not contain all necessary supporting documents will not be taken into consideration.

Final Conditions
The grants are awarded by the TPS Board of experts based on a fully completed application. All deliberations of the TPS jury are confidential and not subject to justification. Grants are awarded on condition that the applicant agrees to the terms stipulated in the grant agreement, including acknowledgement of the TPS support on the inside cover of the book.
